Outcome 1: An official energy audit system and improved energy management with a particular focus on central and provincial government owned buildings and buildings which fall in competence of public service institutions (such as health, justice, education, culture, etc.)
Output 1.1: Required bylaws and rulebooks for official energy audits finalized, including a rulebook on: i) energy audits reports; ii) methodology for conducting energy audits; iii) examination of energy auditors; iv) training of energy auditors and payment of training costs; v) types of data, deadlines, manner and forms used to provide data on conducted energy audit; and vi) Energy Management Information System and viii) mandatory requirement for all buildings to appoint energy managers.

Output 1.2: Upgraded EMIS software to include new functionalities to facilitate, among others, automatic data transfer and data analysis
Result achieved.
- On December 27, 2023, a contract was signed with the company Ekonerg Konzalting d.o.o. for system maintenance services, adaptation, and upgrade of the EMIS database.
- A database administrator was engaged for the engineering aspect of system administration.
- From June 1 to November 27, 2024, a new version of ISEM (215.8) was installed, which cumulatively includes versions 215.2 to 215.7. Ongoing technical issues continued to be addressed—such as mapping, bulk data entry, deletion of duplicate accounts, improving database response speed, etc.—and further adjustments were made to the ISEM module for the Energy Efficiency Improvement Fee. The resolution of technical issues related to this module—such as digital signing, certificates, data modifications, and the like—is ongoing, as needed.
- A Business-Technical Cooperation Agreement was signed with SMATSA LLC (Serbia and Montenegro Air Traffic Services) regarding the automatic import of data on temperatures, wind values, and atmospheric pressure observed at meteorological stations under the jurisdiction of SMATSA LLC.
Output 1.3: A full licensing system for energy auditors developed and in place
Result achieved.

As of May 5, the ISEM support service has been fully established, with Anđela Simović, M.Sc. Mech. Eng., appointed as the head of the ISEM support service.

During February, computers intended for student work within the Help Desk were purchased, and in March 2024, they were installed and connected at the Ministry of Mining and Energy (MoME);

From November 17 to December 15, 2023, training was conducted for 8 students (6 female and 2 male), third-year undergraduate students of the Faculty of Mechanical Engineering, on the use of ISEM – lecturers were Maja Matejić and Vlada Stajić.

Since October 1, 2023, Anđela Simović, M.Sc. Mechanical Engineering, has been engaged as the Help Desk Manager, bringing several years of experience in this role.
Output 1.5: At least 30 buildings of B-2 category equipped with smart meters and other required hard- and software for including them in EMIS. (Inception Report: According current market prices, the funds provided for the purchase and installation this equipment are not sufficient for the implementation this monitoring system at 30 buildings. On the other hand, there is no justified need to equip every buildings with this this sophisticated equipment.)
Result partially achieved. Implementation is ongoing.
Following a preliminary inspection of 6 buildings (Report 1) and the successful completion of the first international public procurement procedure, the consortium IDEA TO PROJECT Ltd. and Emasys Ltd., Croatia, was selected as the contractor for the supply of smart meters for measuring electricity, heat, and water consumption, as well as their installation and connection to EMIS. The first group of buildings consists of:

A preliminary inspection of the existing meters for measuring electricity, heat, and water consumption, for the purpose of initiating the second international public procurement procedure for the supply and installation of smart meters for the second group of buildings, is currently underway. Result achieved.
Since the beginning of the project, within the Training Center for Energy Managers and Energy Advisors, operating as part of the Faculty of Mechanical Engineering at the University of Belgrade, two training sessions have been held for energy managers in the field of building energy, and two training sessions for energy managers in the public sector energy field. A total of 84 participants have attended these trainings. During this period, a total of 12 exams were conducted for energy managers in both building energy and public sector energy, with 95 candidates successfully passing.

Output 1.8: A methodology for conducting energy audits and calculating buildings’ energy performance in accordance with the state of art EU standards and methodologies adapted into Serbian conditions and taken into use
Status: Result achieved. Implementation ongoing.
The Methodology for conducting energy audits and the Methodology for calculating building energy performance, aligned with EU standards (EN ISO 13790 and accompanying EN ISO and DIN standards), have been developed and verified on two pilot buildings:

All buildings that have undergone a detailed energy audit afterward were assessed in accordance with the Methodology for conducting energy audits and the newly developed Methodology for calculating building energy performance.
The Methodology for conducting energy audits has been published as part of the Training Manual for Energy Advisors (Result 1.9), while the Methodology for calculating building energy performance is a standalone document.
In addition, a Methodology for determining energy consumption and performance of combustion systems (boilers, biomass systems) has been prepared.
Work is ongoing on the development of accompanying components of the methodology, including methodologies for determining the energy consumption of central ventilation systems, central air conditioning systems, cogeneration systems, photovoltaic systems, heat pumps, etc.
Output 1.9: The capacity of energy advisors and other key stakeholders to use the newly developed methodologies has been strengthened.
Status: Result achieved. Implementation ongoing.
From May 9 to 12, 2025, the first training for energy advisors was held at the Faculty of Mechanical Engineering, within the Training Center for Energy Managers and Energy Advisors. The training was attended by 15 candidates: 9 for the field of mechanical engineering, 4 for architecture, and 2 for electrical engineering.
With this training, the training system implemented by the Faculty of Mechanical Engineering, as the officially designated institution for training energy managers and energy advisors, has been fully completed.
At the same time, with the issuance of licenses for energy advisors by the Ministry of Mining and Energy, and after successful examination of the participants, the organizational structure of the energy management system will be fully completed, as energy advisors were the only missing component in the system.

The training was conducted over a period of four days, fully in accordance with the Rulebook on Training and Examination for Energy Advisors (“Official Gazette of RS”, No. 51/22). In addition to all presentations, each participant received the Training Manual for Energy Advisors (Result 1.9) as the main training support material, as well as the Methodology for calculating building energy demand for heating and cooling, developed within this project and based on the SRPS EN ISO 13790 standard and accompanying EN ISO and DIN standards (Result 1.8).
The newly developed methodology for conducting energy audits, also created within this project, was published as part of the Training Manual for Energy Advisors.
A total of 14 lecturers participated in the delivery of the training, including experts from the Faculty of Mechanical Engineering, University of Belgrade, the Faculty of Technical Sciences, University of Novi Sad, and representatives from both the public and private sectors.
Outcome 2: Catalyzing capital investments in energy efficiency with a particular focus on central government owned buildings.
Output 2.1: Detailed energy audits for at least 28 large Central Government buildings or other B-2 buildings conducted.
Implementation initiated. Activities are ongoing.
To date, within the scope of this project, detailed energy audits have been completed for 7 central government buildings. For each of these buildings, an Energy Efficiency Study and an Energy Performance Certificate were prepared, in accordance with the Rulebook on Energy Efficiency of Buildings (“Official Gazette of RS”, No. 61/2011).
In addition, a Detailed Energy Audit Report (IDEP) was developed for each building, based on the Methodology for calculating building energy demand for heating and cooling, aligned with the SRPS EN ISO 13790 standard and related EN ISO and DIN standards (Result 1.8), as well as the Methodology for conducting energy audits (Result 1.9).

The energy characteristics of these buildings have been calculated using the new Methodology for Conducting Energy Audits and the Methodology for Calculating the Energy Performance of Buildings, developed within Task 1.8 of this project.
Detailed energy audits are currently being conducted on 2 buildings, namely:
- Building of the National Assembly of Serbia, Nikola Pašić Square 13, Belgrade
- Republic Hydrometeorological Institute, Belgrade, Čukarica, Kneza Višeslava 66
Output 2.2 Final investment proposals with related conceptual technical design, feasibility studies and financial analysis for all those buildings that based on the results of the audits appear to meet the agreed technical, environmental and financing criteria for renovation.
Output 2.3 Completed EE and RE renovation of at least 28 Central Government buildings and by also taking into account the SES related requirements.
Implementation of the result has started and is ongoing.
The Ministry of Mining and Energy (MoME) has already indicated in the Introductory Report that, due to delays in the CEB project, it is not feasible to renovate all 28 buildings by the time the project is completed. Meanwhile, an assessment has been made that renovating all 28 buildings will require 80 million euros, while the loan from The Council of Europe Development Bank (CEB) covers only 40 million euros. This represents a shortfall of nearly 50% of the financial resources compared to the original CEB project design. This will be the subject of further negotiations between MoME and CEB. Currently, the energy renovation of two buildings under the CEB project has been completed, and it is expected that a total of 10 buildings will be renovated by the end of 2026.
For the two energy-renovated buildings, the data are as follows:
- Total area: 4,289 m2
- Total annual primary energy savings: 515,406 kWh/year
- Total primary energy savings over the investment’s lifetime: 12,885,150 kWh = 46 TJ
- Total annual CO2 emission savings: 125 tons/year
- Total CO2 emission savings over the investment’s lifetime: 3,125 tons
The data presented above are taken from the energy audit reports and must be verified through further monitoring of savings using the EMIS system. See Result 1.2.
Additionally, through the CEB project, co-financing has been provided by the Energy Efficiency Directorate (EE) of the Ministry of Economy. During the period 2022–2023, the Energy Efficiency Directorate (EE) financed energy renovations of 34 public buildings, with a total investment of 6,608,606 USD. The estimated annual final energy savings amount to 9,000,000 kWh and approximately 4,500 tons of CO₂. Over the lifetime of these investments, this corresponds to a total of approximately 225,000,000 kWh (810 TJ) of saved final energy and a reduction of CO₂ emissions by 112,000 tons. These data are based on engineering calculations and estimated savings and must be verified through further monitoring of savings using the ISEM system.

Following the meeting held on July 8, 2022, the Initial Report for the UNDP-GEF project: “Improvement of the Energy Management System to Increase Investments in Energy Efficiency in Public Buildings in Serbia,” PIMS No. 6388, GEF Project ID number: 10443, was adopted and signed on behalf of the Ministry of Mining and Energy by Zoran Lakićević, State Secretary and National Project Director, and on behalf of UNDP by Žarko Petrović, Team Leader for Vital Development and member of the Project Board.
Output 3.2 Project web-site that can be continued to be used and updated also after the project end
Result achieved. Implementation is ongoing.
On December 15, 2023, the internet presentation of the project “Improvement of the Energy Management System to Increase Investments in Energy Efficiency of Public Buildings in Serbia” was published on the website https://semus.mas.bg.ac.rs. The site also contains all other current information about the Energy Management System in Serbia.
